Challenges in Achieving Successful Implementation NEP 2020: A Study of Himachal Pradesh

The formulation of India's National Education Policy (NEP) has evolved significantly since its inception in 1968, marking major educational milestones throughout the years. The first policy introduced in 1968 focused on making education compulsory up to the age of 14 years. The subsequent policy, adopted in 1986, led to substantial advancements in teacher education, introduced the National Curriculum Framework, and established the 10+2+3 education system. The NEP 2020, approved by the Union Cabinet on July 29, 2020, aims to improve affordability, accessibility, quality, equity, and accountability, ensuring lifelong learning for all. As a rapidly developing country with more than 1,168 universities and over 45,473 colleges, India’s vision with NEP 2020 is to build a knowledge-driven society. The policy emphasizes multidisciplinary education, digital literacy, communication skills, logical reasoning, problem-solving, and vocational education. Despite these goals, there are substantial challenges that need addressing in order to successfully implement the policy within the diverse educational landscape of India. This paper discusses the specific challenges faced in Himachal Pradesh regarding the policy’s structural, financial, pedagogical, and cultural implementation. It highlights the absence of a uniform implementation strategy and stresses the need to identify challenges at the grassroots level to fully realize the policy's transformative potential.
